SJC Consulting, LLC was created to assist clients with legislative issues in the states and in Congress.
In his role as Executive Director of the Life Insurance Finance Association (LIFA), Life Insurers Council (LIC) and the National Alliance of Life Companies (NALC) as well as General Counsel of the Consumer Credit Insurance Association (CCIA), Scott delivered key testimony before state insurance regulators and legislators and played a key role in the defeat of regressive legislation that would have impaired the ability of consumers to secure financing of life insurance policies.
Scott has testified as an expert witness before state regulatory and legislative bodies; represented the industry in Washington, D.C. before Congress and Federal Regulators, the National Association of Insurance Commissioners (NAIC) and the National Conference of Insurance Legislators (NCOIL).
He has participated as a key industry author of legislation adopted throughout the United States on Life Insurance Illustrations, Life Insurance Disclosure, Suitability of Sales, Life Insurance and Annuity Replacements, Life and Viatical Settlements, Interstate Insurance Compact, Home Service, Sales of Annuities to Seniors, Life Insurance Premium Finance, Market Conduct and Producer Licensing.
Scott has been responsible for all regulatory and legislative matters for a number of clients and delivered testimony before the Kemp Commission on Federal Tax Reform as well as working directly with Members of Congress and Congressional staff to fashion legislative solutions to difficult issues facing the life insurance industry.
Scott also formed and mobilized a multi-industry coalition and co-authored landmark insurance language in the Financial Institutions and Consumer Choice Act of 1991 adopted by the United States House of Representatives and Senate.
Scott has earned the designation of Associate of Insurance Regulatory Compliance (AIRC) from Life Office Management Association.
